MINUTES OF ANNUAL SPRING MEETING OF SD WOMEN’S SLOWPITCH
The annual spring meeting of the USA Softball SD Women’s Slowpitch Association was held at the Ramkota Hotel in Pierre, SD on January 28, 2017 at 1:00 pm. Stacie Morell, Deputy Commissioner, called the meeting to order.
Present were representatives from Aberdeen, Brookings, Huron-Miller, Mitchell, Northern Hills, Pierre, Rapid City, and Sioux Falls.
Minutes of the 2016 spring meeting and the 2016 financial report were approved as written.
AREA COMMISSIONER REPORTS:
Dawn Lemer, Aberdeen AC: reported 31 teams playing on 2 nights on 4 diamonds with a fee of $650.00. Aberdeen is planning on building new diamonds in 2020.
Jenn Dunn, Brookings AC: 11 teams in 2 divisions playing on 1 night on 5 diamonds.
Helen Thiry-Chmela, Chamberlain AC: has 4 teams in 1 division playing on 2 diamonds with lights. They pay a per person player fee. Chamberlain is hosting the Women’s 35 & Over State Tournament on July 15.
Marie Fawcett, Huron-Miller AC: 4 teams playing in a one division combining the Huron league and Miller league into one. They alternate weeks playing in Huron and Miller. They pay a $250 sponsor fee and a $20.00 player fee. Huron is working on improvement on the complex.
Kathy Axsom, Mitchell AC: 21 teams in 2 divisions playing double headers on 8 diamonds. They increased their sponsor fee to $750.00.
Keith Morell, Northern Hills AC: 11 teams in 1 division playing on 3 diamonds in Spearfish with a $500.00 sponsor fee and a $50.00 player fee after 20 players. There are 7 teams playing in 1 division on 2 diamonds in Sturgis with a $450.00 fee and a $30.00 player fee between 16 to 20 players. Spearfish will hold an Invitational Tournament the last weekend on June.
Sheri Lappe, Pierre AC: 22 teams in 3 divisions playing double headers on 4 diamonds. They pay a $700 sponsor fee.
Maria Jackson, Rapid City AC: 50 teams in 4 divisions playing double headers on 8 diamonds 5 nights a week. They have a $500 sponsor fee as well as $60.00 player fee. They also have the Snow Ball Tournament March 11, Season Opener Tournament May 6, Breast Cancer Tournament June 3, All-Nighter Tournament June 9& 10 and the King of the Hills Tournament July 9 and 10.
Mike Dykstra, Sioux Falls AC: 38 teams playing double headers in 5 divisions playing 3 nights. They pay a $825.00 sponsor fee per team for 12 weeks of play. Sioux Falls will be hosting Spring Classic Tournament May 20 &21, Women’s Invitational Tournament June 24. They will be hosting the only Women’s State Tournament July 29 & 30 for All Divisions.
Cindy McMillan, Watertown AC: 20 teams playing in 3 divisions on 7 diamonds. They pay $550 sponsor fee for 8 weeks of play. Watertown’s new 5 field complex will be open this summer.
GENERAL DISCUSSION AND OLD BUSINESS:
Team registrations for 2016 were 248 and our state tournament participation was 42%. The deadline for registering your teams is June 15, 2017 and is due to State Commissioner Young with a $40 sanction fee per team. If you have not sanctioned your team by June 15th or a player is not on your sanctioned league roster by June 30, 2017, your team or that player WILL NOT BE ELIGIBLE to play in state tournament. Any team that desires to register as an independent team and is from an area/town with a sanctioned league in which they do not participate must sanction as a Division 1 team and play in all invitational and state tournaments in Division 1.
Reminder to everyone that your state tournament affidavit is due in my hands by July15th. Therefore, you must get it to your area commissioner by their deadline so that it can be approved and then sent on to me. Once an entry fee has been sent in, it is not possible to refund the same for lack of players. Members of a team need to understand they are making a commitment to their fellow team members when they sign the affidavit. The entry fee will be $200 this year for all divisions. 35 & over teams entry is $200 which includes the $40.00 sanctioning fee, deadline is July 1st for 35 and Over. DEADLINE IS JULY 15th!!!!!
All tournaments must be sanctioned! Sanction forms are available in the newsletter, on the website, or from Commissioner Young. A sanction fee of $3 per team is due to Commissioner Gary Young at least 30 days prior to the anticipated tournament date. Please send a copy of your tournament flyer along with the fee.
A person may play on two different women’s slowpitch teams in different leagues or towns i.e., you could play in Sioux Falls and Canton, but not on two Sioux Falls teams. In an invitational or state tournament, a player must participate with their highest classified team. If neither of the teams are participating, they could be picked up by a team in the highest classification. You can only play in ONE women’s slowpitch state tournament (exception being the 35 & over tournament).
The pickup player rule is in effect for our state tournaments (except 35 & over). This year you can pick-up up to 3 players for the state tournament from your division of play or lower from a sanctioned team in South Dakota regardless of how many players on your roster. Forms must be handed in to your area commissioner by JULY 22nd to be eligible for state tournament. DO NOT BRING YOUR PICKUP PLAYER FORMS AND EXPECT TO HAND THEM IN THE DAY OF THE TOURNAMENT! THEY WILL NOT BE ACCEPTED!!!
A youth player may play on both a youth and adult registered team in the same season, however, if the youth TEAM is advancing onto Regional or National Championship play, they are not allowed to play in the Adult State Women’s Tournament. If the youth player is not able to attend the Regional or National Championship Tournament with her youth team, for whatever reason, the player will not be able to compete in the Adult Women’s State Tournament, even though she has participated with the adult team throughout the season. No exceptions will be made. A youth player whose youth team is NOT advancing on to championship play (Regional or National) may play as a pickup player, only if she has been on an adult registered team during the current season.
The top two teams from state tournament in each division must move up AND PARTICIPATE for two years. Third and fourth place teams must move up AND PARTICIPATE for one year. Four or more returning players constitute the same team. Dropping down will not be automatic and will be looked at on a team by team basis.
If a state tournament has 8 or less teams in it, only the top two teams will move up the next year.
If there are 6 or fewer teams signed up for a state tournament division, that division may be cancelled and those teams will have the choice to move up to the next division to play or receive a refund.
Teams can purchase insurance for their team at $15.00 per player. There is a $500.00 deductible with this insurance. Please contact Gary Young if interested in purchasing it.
In 2017, the ball used will change to a 52/300 core ball.
Rule 3, Section 3F:
Beginning January 1 2017 the 11” .520 COR or under with a compression of 300.0 lbs. or under will be the only ball allowed in Women’s Adult Slow Pitch, Coed Women’s Slow Pitch and Junior Olympic Girls and Boys Slow Pitch.
Comment: The 11” ball with a COR.440 or under, with a ball compression of 375.0 lbs. or under will no longer be allowed in Women’s Adult Slow Pitch Divisions of Play, Women’s Adult Coed Slow Pitch Classification of Play, Junior Olympic Girls, 12-Under, 14-Under, 16-Under, 18-Under Slow Pitch Classifications of Play, Junior Olympic Boys, 10-Under and 12-Under Slow Pitch Classifications of Play.
New pickup player rules for the state tournament taking effect in the 2017 state tournament:
The National USA Softball pickup player form will be used this year. It will be available on the state web site, from the local area commissioners or from Stacie Morell. The pickup player forms are due to your area commissioner or Stacie Morell by July 22nd.
Pick-up players must wear the uniforms OF THEIR OWN TEAM and have supplied the proper pick-up player forms prior to July 22, 2017 to your area commissioner, or to Stacie Morell. Maximum number of pick-up players is 3. Pick-up players MUST be from your local association (USA Softball South Dakota Women's Slow Pitch Association), in your classification of play or below and from a team NOT registered in the State Tournament.
A team may pick up to 3 youth players from a USA Softball South Dakota registered youth team in their town. In order to do so, the team must play division 4 or higher in the state tournament since youth teams cannot play lower than division 4 state tournament. Pick-up players must wear the uniforms OF THEIR OWN TEAM and have supplied the proper pick-up player forms prior to July 22, 2017 to your area commissioner, or to Stacie Morell.
The state tournament roster and entry fee is due to Stacie Morell by July 15th. Your local area commissioner will set their deadline so that they can get the information to Stacie by that date.
I am hoping that there will be a survey distributed to the teams at their local association meetings before league starts this year. Please take time to fill out this survey and return it to the respective person. By using a survey, we hope to improve the association and implement changes that you would like to see.
